Grassroot Initiative for Strengthening Community Resilience (GISCOR) is a national humanitarian and developmental organization that is non-governmental, non-profit, and non-political currently actively presence in the North-Eastern and Northwestern part of Nigeria geared towards strengthening the resilience of affected population due to conflict and natural disasters.

Introduction
Grassroot Initiative for Strengthening Community Resilience (GISCOR) invites qualified, reliable, and reputable vendors to submit sealed bids for the establishment of Framework Agreements (FWAs) under the following categories:
Category 1: Framework Agreement for Vehicle Rental Services
Category 2: Framework Agreement for Provision of Refreshments
These FWAs will support GISCOR’s field operations, workshops, trainings, meetings, and missions across its project locations in Northeast (Borno and Adamawa States) and Northwest (Sokoto and Zamfara States).
- Scope of Work
Category 1 – Vehicle Rental Services
The selected service provider(s) will provide vehicles on demand for staff movement, field assessments, logistics support, and other operational activities. Services may include:
- Rental of vehicles (cars, vans, buses, 4×4 pickups, and trucks)
- Provision of qualified drivers with valid licenses
- Vehicles in good mechanical condition, with valid insurance and registration
- Fuel-inclusive or exclusive rental options
Category 2 – Provision of Refreshments
The selected vendor(s) will supply assorted refreshments (meals, snacks, beverages, and bottled water) for GISCOR’s workshops, trainings, meetings, and field missions. Supplies must meet hygiene and safety standards as detailed in the financial offer form and technical specifications.
- Duration
The Framework Agreements will be valid for one (1) year, with the possibility of extension based on satisfactory performance and availability of funds. - Eligibility Criteria

Bid Opening
- Bids will be opened immediately after the submission deadline in the presence of the Procurement Committee. Late submissions will not be considered.
Evaluation Process
- Evaluation will be conducted in accordance with GISCOR’s Procurement Guidelines and will include:
- Administrative and eligibility compliance check
- Technical evaluation (capacity, experience, quality assurance)
- Financial evaluation (competitiveness and value for money)
GISCOR reserves the right to conduct physical verification of vendors’ offices, vehicles, or food production facilities as part of due diligence.

Bidders may apply for one or both categories, but must submit separate envelopes and documentation for each.
