Bearing witness and speaking out MSF medical teams often witness violence and neglect in the course of their work, largely in regions that receive scant international attention. At times, MSF may speak out publicly in an effort to bring a forgotten crisis to public attention, to alert the public to abuses occurring beyond the headlines, to criticise the inadequacies of the aid system, or to challenge the diversion of humanitarian aid for political interests. Quality medical care MSF rejects the idea that poor people deserve third-rate medical care and strives to provide high-quality care to patients. In 1999, when MSF was awarded the Nobel Peace Prize, the organisation announced the money would go towards raising awareness of and fighting against neglected diseases. Through the Access Campaign, and in partnership with the Drugs for Neglected Diseases initiative, this work has helped lower the price of HIV/AIDS treatment and stimulated research and development for medicines to treat malaria and neglected diseases like sleeping sickness and kala azar.

Job Description:

  • Planning and supervising the procurement activities for goods, transport, subcontracted works and services for the project and capital according to MSF standards and protocols in order to ensure a transparent and efficient procurement and supplier performance.

Main Duties and Responsibilities:

  • Planning and supervising the day to day procurement activities ensuring an efficient implementation of the procurement procedures in the project or capital, ensuring compliance to MSF standards and protocols, including but not limited to the following:
    • Regularly assessing the market for new suppliers to supply the recurrent needs of the mission and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services. Submitting and collecting quotations and tenders following the MSF purchasing policy
    • Submitting and collecting quotations and tenders following the MSF purchasing policy and providing updates on “item-supplier” data: price, availability, quality, lead time
    • Together with the Supply Chain Officer determining the purchase planning according to the incoming requests / orders, product availability (shortages/surpluses), delivery times, budgets and other relevant factors
    • Coordinating and supervising the purchasers’ activity, managing the purchasing budget, and settling advances with the Finance Department
  • Coordinating and leading the team under his/her responsibility including the definition of each person’s tasks (daily supervision and checking the quality of their work); drawing up working schedule and organizing and leading team meetings
  • Supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
  • Performing delegated tasks according to his/her speciality and as specified in his/her job description

MSF Section/Context Specific Accountabilities:

  • Dedicate 50% of his time for acting as a buyer for medical local purchase to support the purchasing officer.
  • To conduct market survey and price monitoring ( comparison) with others MSF sections for ensuring that OCB is buying on reel price market
  • In collaboration with procurement manager, intersection procurement manager and field procurement expert participate to market assessment to bring more players in the basket
  • Maintain the procurement manager’s achievements by ensuring the implementation of the procurement strategy, conducting regularly supplier performance evaluation for renewing or terminating a contract, updating on regular basis the supplier list
  • Refering to the procurement strategy, define the “green list” where the place of purchase is defined by type of goods or families depending on the technical aspect/quality, with expected lead time

Minimum Required Skills and Qualifications:

Education/Skills:

  • Essential Technical Degree in Supply Chain.
  • Proven leadership and supervisory skills.
  • Excellent negotiation and communication skills.
  • Strong analytical and problem-solving skills.

Experience:

  • 1 year in MSF Logistics Department, previous experience in supply chain activities related jobs

Languages:

  • English Language essential
