CBM is an International Christian Development Organization, committed to improving the quality of life of persons with disabilities in the poorest countries of the world. CBM provides grants sourced from private and institutional donors to local partners, who subsequently implement the grants on the basis of contracts signed with CBM detailing implementation, accounting, and reporting standards. In this set-up, CBM Country Offices (CO) perform control and monitoring procedures aimed at partner projects; control reports from implementing partners to CBM, including comparison with original source documents, project contract and cost plans; and ensure compliance with organizational and statutory requirements.
We are recruiting to fill the position below:
Job Title: Programme Finance Coordinator – BMZ TDA Project
Location: Abuja
Responsibilities
- Support the business development activities of the humanitarian team and the country office.
- Lead in supporting partner organisations to effectively manage grants and qualitative humanitarian response in target states.
- Provide technical support/guidance to partner organisations to ensure compliance in line with international and/or donor requirements for project grants.
- Work with the Country Office Finance Manager to develop and ensure proper fiance monitoring system following CBM/donor format and requirements.
- In close cooperation with Finance manager and Humanitarian Programme Specialist, support partners and ensure the logistic, admin and financial monitoring of the project (call up of funds, acknowledgement of receipt of funds, procurement of materials, utilisation of expenses and compliance with accountability principles).
- Support with the development and implementation of compliance framework including compliance checklist for various standard operations, transactions and business processes in line with CBM/donor requirements.
- Support the development of compliance monitoring plan and evaluation tool to evaluate project implementations at various locations and partner level to determine compliance and provide recommendations.
- Provide timely project budget implementation feedback to PARTNERS’ senior management and support in the monitoring of programs.
- Preparing financial documents (e.g., PARTNERS Financial & Procurement Checklists) for approval; by critically analyzing financial processes and procedures for compliance.
- Documenting the key highlights noted in the financial monitoring reports and reporting on the progress of the implementation of recommendations by CBM, project auditors and other stakeholders through persistent follow ups.
- Lead the set-up of PARTNERS’ financial system in line with CBM CO financial processes and procedures.
- Support the review of periodical programme funds reconciliation statements and financial reports of PARTNERS’ in coordination with the PARTNERS’ finance team to ensure completeness and accuracy of financial reports.
- Contribute to the development of Terms of Reference for project audits and ensure that CBMs accountability requirements are incorporated in the TORs.
- Any other related tasks as assigned.
Qualifications
- University degree in Accounting, Banking and Finance, Business Management or other relevant disciplines.
- Minimum of Five (5) years professional experience in a similar role, preferably with an international development organisation.
- Strong analytical problem solving and financial modelling skills.
- Experience working with non-profit programme management, budgeting, auditing etc.
- Knowledge of grants administration, and ability to interpret grants-related documents and accurately respond to them.
- Experience in providing support to local partners/sub-grantees or working with a donor organisation.
- Experience in managing donor visibility.
- A mature leader and capacity builder with sufficient self-confidence to delegate task and responsibilities.
- Ability to integrate into a multi-cultural environment.
- Must be proactive, seeking to do things differently, and to solve problems effectively and efficiently.
- Able to work independently, and as a member of a team.
- Reflects CBM values in daily work.
- Fluency in written and oral English.
- Willingness to travel to the field on a regular basis and to commit and adhere to CBM’s values and mandates.
